Description
User should be able to edit Job title in the list
- Records where "Found in Departaments" is empty or =0 should have [Edit] button.
- Click on Edit should open be the same window as Add Job title but with the title text. and the window title should be: "Edit Job Title"
- Records with data in the field "Found in Departaments" should not have [Edit] button. We don't allow to Edit title if Taken by Departament
