Description

Steps:
1. Launch the link: http://ij.mdlab.com:1301/
2. Login as test_user
3. Click on Manage JOB Titles
4. Click on Add Job Title button
5. Click on Save without providing anything

ER: There should be a mandatory asterisk symbol(*) shown next to Title field. And User should be shown error message saying the title is mandatory field while trying to create Job titles without title

AR: User is shown a success message and the title is created successfully.

Title field is mandatory now. And issue can be closed.
Dates field also is made mandatory. However, we have issue 1354 for the same. So, closing this.
