openWhile updating positions and certificates, user is able to set the position name not associated with position type

Description
Steps:
1. As suadmin - go to Personnel Mgmt - Personnel List page
2. Click on Profile icon corresponding to any employee
3. Click on the show details icon corresponding to any job title added
4. Click on Update icon and change the type dropdown
Issue:
Note that even though the type is changed, the position dropdown still shows values corresponding to the old position type. And if user click on Save, the data is saved with a position name and position type not associated with each other. Eg: Assitant Director position is added to user which is corresponding to New York Position. And when user clicks on update, and changes the position type to Clinical Lab, the values shown in the Name dropdown is still corresponding to New York Position and not Clinical Lab position. And if the user clicks save, then the position name not associated with the position type gets added. Same issue with certificates tab as well
