On the User page in the column “Actions” should be action icons/links: 
 * Toggle on/off - changes users.status to Active/Inactive. 
 * Edit - edit user details. (see req. 9 TBD). 
 * Delete - (TBD) 

 User roles: 
 Suadmin - can do all actions on all user roles (2,3,4) 
 Administrator - can do all actions on all user roles except (*1,2), - On the Users with the role 2:Administrator    the    Icons/links should be disabled or hiden in that case. 

 *we don’t show users with the role=1 in the list.
