User with the Suadmin/Admin/ -Manager- roles should be able to manage Job related items: Job Titiles, Positios lists and add it to Departaments
The next menu items should be displayed for *admin/suadmin* only:
* Job Titles List
* Positions Dictionary
* Departaments
All req. is added as subtasks under the Feature.
