Deactivated/Deleted user is able to login to the site

Description
Steps:
1. Login to the site as suadmin
2. Go to Users Management - Users
3. Click on Update link corresponding to any user
4. Change the status to Deactivated or deleted
5. Save Changes
6. Click on Logout link
7. Try to log in with the details corresponding to the deactivated or deleted user
ER: User should be given appropriate warning message and should not be able to login
AR: User is logged in without issues. Same issue when user deletes any user using the delete link in the actions menu as well. Deleted user is also able to login without issues.

User is not able to login. We have separate issue for error message(1393, 1394).
So closing this.
