Unable to update certificates

Description

Steps:
1. Go to Personnel Mgmt - Personnel List page as suadmin
2. Click on Profile icon corresponding to any employee who has job title and positions added
3. Click on any of the certificates tab
4. Try to update any of the certificate

Issue:
Note that user is not able to update any of the certificate as an error message saying Empty Position Name and Position Type is shown to user.
Also, in some cases, the Position name dropdown shows random value or it is empty.
